Direct Release & Quarantine
The Kauai Humane Society provides the required inspection of animals for entry into Hawaii at the Lihue Airport through the Direct Release Program as well as Quarantine Boarding of pets who do not qualify for a Direct Release.
Hawaii state law governs the importation of dogs, cats and other animals into Hawaii. This law states that dogs and cats meeting specific pre/post arrival requirements may qualify for a Direct Release at the Lihue Airport after inspection.
Bringing your companion animal to Kauai is a multi-step process that requires diligence, a thorough approach and organizational skills. If you follow the required steps it can be accomplished successfully. All of the steps must be completed for your animal(s) to qualify for this program. The Hawaii Department of Agriculture is strict and one oversight will require the process to start all over again.
Hawaii is a rabies free state. All animals entering the state must pass the OIE-FAVN Rabies Test. This involves a trip to your veterinarian for a blood draw that is sent to Kansas State University. When the blood is received at KSU the clock starts ticking. The test takes 120 days (4 months). When the pet has passed the test, the results will be sent to The Animal Quarantine Station (AQS) on Oahu. The passing test is valid for 3 years.
When AQS has your animals OIE-FAVN test results in their data base and you want a Direct Release at the Lihue Airport you will need to complete the Check List and send it to AQS on Oahu at least 30 days in advance of your arrival date at the Lihue Airport.

Your next step is to reserve a Direct Release with the Kauai Humane Society.

You will want to ensure that your flight’s arrival time is within KHS operation hours:
8:00am to 6:00pm HST Monday through Saturday
We will accommodate flights landing before or after our operational hours on Monday-Saturday for an additional fee of $100.
At the time of the Direct Release reservation with KHS, your flight must be booked.
We will need:
- Your contact information
- The name of the person bringing the animal
- The pet’s description including the pet’s microchip number
- Airline carrier, flight number, arrival date and time
- Credit Card payment at the time of reservation.( prices below)
When your reservation is made with the Kauai Humane Society, we will fax to the Animal Quarantine Station the Lihue Airport Inspection Confirmation Form. AQS will merge the information from your packet with our fax and issue the permit. The Animal Quarantine Station is responsible for mailing to you the Neighbor Island Inspection Permit. Upon arrival at the Lihue Airport, a Kauai Humane Society representative will meet your pet(s) at the terminal to complete an inspection. You must provide to the representative from KHS the original Health Certificate and the Neighbor Island Inspection Permit upon arrival for inspection. Failure to bring the originals will prevent your animal from being released. This process takes approximately 15-20 minutes. Once complete, you and your pet(s) may leave directly from the airport.
We do not offer direct release services on Sundays or on the following holidays:
New Year’s Eve after 4pm
New Year’s Day
Christmas Eve after 4pm
Fourth of July
Direct Release costs are as follows:
First time entry of pet: $450
First time entry of second and third pet: $250 each
Returning pet: $300
Returning second and third pet: $250 each
If there are four or more pets, the fourth and any additional are not assessed a fee.
All dogs and cats residing on Kauai for two weeks or more must have a current Kauai County license. License fees are included for altered pets coming in through a Direct Release. You will receive your license tag at the time of your Direct Release.
If your pet is unaltered and staying on Kauai for more than two weeks, you must purchase a Kauai County license at the time of the Direct Release Reservation. You will receive your license at the time of your Direct Release.
Unaltered 1 year cat license $32.00
Unaltered 2 year dog license $52.00
If your pet has not completed the 120 day OIE-FAVN and the pet has to complete the quarantine time on Kauai, the animal will be quarantined on Oahu for three days and then flown to Kauai. We will pick up your pet at the airport and transport to KHS where your pet will remain until the remainder of the 120 days is completed. During quarantine, your pet must stay at Kauai Humane Society. Owners and approved guests may visit your pet during our regular hours of operation.

Cat $25.00 per night
Dog $30.00 per night; $25.00 per night if more than 30 nights
